Von besonderer Relevanz hierf\u00fcr sind Entwicklungen von konvergierenden <em>enabling technologies<\/em>, die im Zusammenspiel mit SynBio die Herstellung und perspektivisch auch das Design biowaffenf\u00e4higer Erreger oder molekularer biologischer Agenzien vereinfachen, erlauben oder die potenzielle Schadwirkung vergr\u00f6\u00dfern k\u00f6nnen. Dabei stehen die Interessen der schnell wachsenden SynBio-Industrie mit ihrem Versprechen technologische L\u00f6sungen f\u00fcr die Bek\u00e4mpfung von Krankheiten oder dem Klimawandel zu finden neuen Biosicherheitsherausforderungen gegen\u00fcber. Wie auch bei anderen sich schnell entwickelnden Technologien haben das Risikomanagement und nationale und internationale Regulierungen m\u00f6glicherweise nicht Schritt gehalten. Diese gilt es zu \u00fcberpr\u00fcfen und normative und rechtliche Vorschl\u00e4ge zu erarbeiten, wie regulatorische Strukturen den hochdynamischen und komplexen technologischen Entwicklungen angepasst werden sollten.<\/p>\n<p><em>Originalit\u00e4t und erwartete Forschungsergebnisse<\/em><\/p>\n<p>Das Projekt will in einer interdisziplin\u00e4ren Kooperation der Universit\u00e4t Hamburg (ZNF) und der Universit\u00e4t f\u00fcr Bodenkultur Wien (ISR) erstmals eine generisch anwendbare und nutzbringende Methodik entwickeln. Die missbr\u00e4uchlichen Anwendungsm\u00f6glichkeiten von SynBio als einer aufstrebenden und m\u00f6glicherweise disruptiven und konvergierenden Spitzentechnologie im Zusammenspiel mit weiteren konvergierenden neuen Technologien werden einer prospektiven Technikbewertung unterzogen. Die sich daraus ergebenden Konsequenzen f\u00fcr die Governance von SynBio werden untersucht. Relevant sind hierbei die Charakterisierung des Dual-Use-Potenzials und die Frage, ob und wie missbr\u00e4uchlich eingesetzte SynBio in Kombination mit neuartigen Technologien ein <em>game changer <\/em>f\u00fcr die Entwicklung biologischer Waffen sein k\u00f6nnte. Im Bereich Governance sollen existierende nationale und internationale regulative Schw\u00e4chen aufgedeckt werden. F\u00fcr Deutschland wird ein Vorschlag erarbeitet, wie die Nationale Forschungsstrategie Bio\u00f6konomie 2030 angepasst werden k\u00f6nnte.<\/p>\n<p><em>Methodischer Ansatz<\/em><\/p>\n<p>SynBio und mit ihr assoziierte Technologien werden hinsichtlich ihres Dual-Use und Biowaffen-Potenzials mittels einer prospektiven Technikcharakterisierung analysiert. Anhand von vier Fallstudien in Form von Szenarien und deren Plausibilit\u00e4tspr\u00fcfung werden Faktoren, wie Einfachheit\/ Zug\u00e4nglichkeit oder bestehender und erforderlicher Governancemechanismen ausgelotet. Expertenworkshops nach dem <em>Upstream Oversight Assessment als Social Risk Evaluation Scheme <\/em>(SRES) werden durchgef\u00fchrt und Governance-Erfordernisse dabei als Multi-level und Multi-Stakeholder-Probleme von individueller Ebene bis hin zur multilateralen Ebene (BW\u00dc) analysiert.<\/p>\n<p><em>Potential f\u00fcr die wissenschaftliche Politik- und Gesellschaftsberatung<\/em><\/p>\n<p>Das Projekt adressiert die Fach\u00f6ffentlichkeit, um dort ein Problembewusstsein zu schaffen und Vorschl\u00e4ge f\u00fcr eine verbesserte (m\u00f6glicherweise erstmalige) Regulierung auf verschiedenen Ebenen zu machen. Die Erkenntnisse aus dem Projekt sollen im Zuge von Politikberatung in Form von Handlungsempfehlungen an Entscheider*innen und Anwender*innen kommuniziert werden. Mindestes eine wissenschaftliche Ver\u00f6ffentlichung soll zudem auch in der Expertencommunity die Awareness gegen\u00fcber Missbrauchspotenzialen von SynBio st\u00e4rken.<\/p>\n<h2>Abstract<\/h2>\n<p><em>Problem definition and scientific relevance of the project<\/em><\/p>\n<p>The rapid advances in synthetic biology (SynBio) and the associated potential for misuse pose ever new challenges for biological arms control. Of particular relevance here are developments in converging enabling technologies which, in conjunction with SynBio, can simplify the production and, in the long term, the design of bioweapon-capable pathogens or molecular biological agents or increase their potential harmful effects. The interests of the rapidly growing SynBio industry, with its promise to find technological solutions to combat diseases or climate change, are facing new biosecurity challenges. As with other rapidly developing technologies, risk management and national and international regulations may not have kept pace. These need to be reviewed and normative and legal proposals developed on how regulatory structures should be adapted to the highly dynamic and complex technological developments.<\/p>\n<p><em>Originality and expected research results<\/em><\/p>\n<p>In an interdisciplinary cooperation between the University of Hamburg (ZNF) and the University of Natural Resources and Life Sciences, Vienna (ISR), the project aims to develop a generically applicable and useful methodology for the first time. The potential for misuse of SynBio as an emerging and potentially disruptive and converging cutting-edge technology in conjunction with other converging new technologies will be subjected to a prospective technology assessment. The resulting consequences for the governance of SynBio are examined. Relevant here are the characterization of the dual-use potential and the question of whether and how misused SynBio in combination with novel technologies could be a game changer for the development of biological weapons. In the area of governance, existing national and international regulatory weaknesses will be uncovered. For Germany, a proposal will be developed on how the National Research Strategy Bioeconomy 2030 could be adapted.<\/p>\n<p><em>Methodological approach<\/em><\/p>\n<p>SynBio and its associated technologies will be analyzed with regard to their dual-use and bioweapons potential by means of a prospective technology characterization. Based on four case studies in the form of scenarios and their plausibility check, factors such as simplicity\/accessibility or existing and necessary governance mechanisms are explored. Expert workshops based on the Upstream Oversight Assessment as a Social Risk Evaluation Scheme (SRES) are conducted and governance requirements are analyzed as multi-level and multi-stakeholder problems from the individual level to the multilateral level (BWC).<\/p>\n<p><em>Potential for scientific policy and social advice<\/em><\/p>\n<p>The project addresses the specialist public in order to create awareness of the problem and make proposals for improved (possibly first-time) regulation at various levels. The findings from the project are to be communicated to decision-makers and users in the form of recommendations for action in the course of policy advice. At least one scientific publication should also raise awareness of the potential for misuse of SynBio in the expert community.<\/p>\n<\/div><\/section><\/p><\/div><\/div><!--close column table wrapper.
