Zusammenfassung
Die Friedens- und Konfliktforschung hat ihre Ursprünge hauptsächlich in der nördlichen Hemisphäre. Dies hatte einen starken Einfluss auf die Entwicklung und die Anwendung von theoretischen und konzeptionellen Ansätzen, um Konflikte im Globalen Süden, z.B. in Afrika, Lateinamerika oder Süd-Ost-Asien, zu erforschen. Die Integration von Konzepten aus beiden Hemisphären in der Forschung bildet daher weiterhin eine Ausnahme. Um nur ein Beispiel zu nennen: Häufig sind der Staat und Diskurse von staatlicher Autorität bzw. Legitimität zumindest in der Forschung allgegenwärtig. Jedoch haben Menschen gerade in Konfliktregionen gelernt, jenseits des „Staates“ zu leben, indem sie eigene, lokale Ansätze und Lösungen für das tägliche Überleben und den eigenen Lebensunterhalt entwickelt haben. Für die Fachdisziplin besteht daher ein großer Bedarf, den wissenschaftlichen Diskurs inklusiver zu gestalten durch eine Veränderung der Agenda, die den politischen, wirtschaftlichen und sozialen Wirklichkeiten des Globalen Südens stärker Rechnung trägt.
Konferenzfragen
- Gibt es eine Diskrepanz zwischen den akademischen Debatten des Globalen Südens und des Globalen Nordens, z.B. in Bezug auf grundlegende Konzepte, Forschungsfragen, Paradigmen – oder gibt es auch Uneinigkeit innerhalb beider Hemisphären (z.B. kritische vs. empirische Konfliktstudien zur Rolle von externen Interventionen)?
- Wie sehen wir die Beiträge von Wissenschaftlern des Globalen Südens in der Friedens- und Konfliktforschung? Sind diese angemessen repräsentiert oder müssen wir Routinen der Wissensproduktion im Norden stärker hinterfragen? Gibt es unterschiedliche theoretische und methodische Ansätze in der Erforschung von Frieden und Krieg?
- Gibt es bestimmte Themen, die „überforscht“ oder „unterforscht“ sind (z.B. Fragen zu physischer Gewalt im Norden vs. Fragen zu struktureller Gewalt im Globalen Süden)?
- Können wir eine gemeinsame Forschungsagenda definieren, die inklusiv im Sinne grundlegender Konzepte und partizipativ im Sinne von gleichwertiger Akteursschaft für Wissenschaftler des Globalen Südens ist?
Ziele der Konferenz und erwartete Ergebnisse
Die Konferenz unternimmt einen ersten Versuch, Friedens- und Konfliktforscher aus beiden Hemisphären zusammenzubringen. Die innovative Bedeutung dieser Konferenz basiert daher auf drei Teilaspekten: Erstens versucht die Konferenz, eine systematischere Integration von Perspektiven des Globalen Südens durch das Zusammenbringen noch immer fragmentierter akademischer Debatten zu erreichen. Zweitens fußt die Konferenz auf einem transregionalen Ansatz, der nicht nur die akademische Debatte zwischen dem Globalen Süden und dem Globalen Norden stärkt, sondern auch zwischen Akademikern des Globalen Südens in den verschiedenen Forschungsfeldern der Friedens- und Konfliktforschung. Und drittens tritt die Konferenz nicht nur in eine Diskussion über den Globalen Süden sondern mit dem Globalen Süden.
Die Konferenz wird eingerahmt von zwei übergeordneten Podiumsdiskussionen, die auf den aktuellen Stand der Forschung und die zukünftige Forschungsagenda eingehen. Zusätzlich gibt es weitere Panels, die sich mit spezifischen Forschungsfragen mit Bezug zum Globalen Süden auseinandersetzen, um Gemeinsamkeiten und Differenzen in den Forschungsansätzen herauszuarbeiten. In diesem Zusammenhang ist es auch ein langfristiges Ziel der Konferenz, ein gemeinsames Netzwerk aus Forschern des Globalen Nordens und des Globalen Südens zu etablieren, die die Wissens- und Wissenschaftslücke zwischen den beiden Hemisphären schließen und in Zukunft gemeinsame Forschungsprojekte umsetzen wollen. Die Ergebnisse der Konferenz sollen sowohl im Globalen Süden als auch im Globalen Norden auf den jeweiligen Plattformen der Kooperationspartner der Konferenz veröffentlicht werden. Es wird beabsichtigt, dass die Ergebnisse im Open-Access Format auch Nachwuchswissenschaftlern des Globalen Südens zur Verfügung gestellt werden. Sowohl das Programm als auch die Zusammensetzung der Paneldiskussionen wurden in enger Zusammenarbeit mit (Post-Doc) Nachwuchswissenschaftlern entwickelt, die sowohl im Globalen Süden als auch im Globalen Norden ausgebildet wurden, insbesondere in Kolumbien, der DR Kongo, Äthiopien, Deutschland, Indien, und Kenia.
Abstract
From 3-4 May 2018, an international conference on “Peace and Conflict Studies: Perspectives from the Global South” will bring together scholars from the Global South and from the Global North in order to reflect how the discipline of peace and conflict studies has integrated scholars and scholarly debates from the Global South[1] (“state of the art”) and to identify where we do find reference points for a more inclusive and participatory disciplinary approach (“innovative research agenda”).
Peace and Conflict Studies were mostly founded in the Northern Hemisphere, which strongly influenced the theoretical and conceptual frameworks which were used to study conflicts in the Global South, i.e. conflicts in Africa, Latin America or South-East Asia. Up until now, integration of conceptions from both areas and synergetic research projects are usual the exception. To give an example: More often than not, state structures and narratives on state authority as well as legitimacy are pervasive at least in name and on paper, many people – notably in transitional conflict zones – have learned to live ‘beyond the state’, and devise their own local solutions to survival and livelihood problems. There is a need to make the discipline more inclusive by setting a different agenda that is more strongly rooted in the ground realities – political, economic, and social – of the Global South.
Conference Questions
- Is there a gap between scholarly debates in the Global South and Global North, e.g. on basic concepts, research questions, paradigms – or are there major contentions also within both hemispheres (e.g. critical vs. empirical conflict studies on the role of external intervention)?
- How are we looking into the global south thinkers contributions’ to the field of conflict studies? Are they adequately represented or do we have to question routines of knowledge production in the North? Do we find different theoretical and methodological approaches in the study of peace and conflict?
- Are there specific topics which are either under- or overstudied (e.g. questions of physical violence in the North vs. questions of structural or cultural violence in the South)?
- Can we define a joint research agenda which is both inclusive in terms of basic conceptions and participatory in terms of equal agency of scholars from the Global South?
Goals of the Conference and Expected Results
The Conference is one of the few in Germany in its attempt to bring scholars on peace and conflict studies from both hemispheres together. The innovative relevance arises in three ways: Firstly, the conference intends to push for a more systematic integration of perspectives from the Global South by linking existing but still dispersed and fragmented lines of argumentation into a coherent debate. Secondly, the conference is based on a transregional approach furthering an academic discussion not only between the Global North and the Global South but also among scholars from the Global South, especially in the respective fields of research. And thirdly, it engages in a thorough discussion not only ABOUT the Global South but WITH the Global South.
The conference will be framed by two broad panel discussions on the state of the art and the future research agenda. This will be complemented by panel discussions on specific sets of research questions linked to the Global South in order to exemplify commonalities as well as differences in the research approach. In line with this, as a long-term impact, this conference seeks to establish a network of academicians who are committed to bridge the knowledge gap between the regions and will collaborate in future research projects. The results of the conference shall be published both in the Global North and in the Global South on the respective platforms of cooperation partners. It is intended to use also an open-access format in order to transfer the results to emerging and young scholars in the Global South. Both the program as well as the composition of panels were developed in close collaboration with young (post-doc) scholars educated both in the Global North and South, namely in Colombia, the Democratic Republic of the Congo, Ethiopia, Germany, India, and Kenya.
